What Is a Grama Sabha in Kerala? A Simple Guide for Residents

7 November 2026

The Grama Sabha is the meeting where residents of a panchayat ward have a direct say in local decisions. You don't need to hold any position to take part. If you are a voter in the ward, you are a member.

Who is a member?

Everyone on the voter list of the ward is a member of its Grama Sabha, as described on panchayat websites in Kerala. The ward's elected member is the convenor, and is responsible for calling the meeting.

How often does it meet?

A Grama Sabha must meet at least once every three months. The convenor fixes the place, date and time with the panchayat president and informs members by public notice. The Block Panchayat member, District Panchayat member and MLA for the area are also invited.

How many people are needed?

  • Quorum: 10% of the ward's voters must be present.
  • If there aren't enough people: the meeting is adjourned, and the reconvened meeting needs at least 50 members.

Can residents ask for a meeting?

Yes. If at least 10% of the ward's voters ask in writing and include the agenda, the convenor must call a special meeting within 15 days. A special meeting of this kind can be held only once between two ordinary meetings.

How to make the most of it

  1. Find out the date from your ward member or the panchayat's public notice.
  2. Note down the local problems you want raised, with places and dates.
  3. Ask about the list of projects and who is eligible for benefits in your ward.
  4. Bring neighbours who care about the same issue.

Ward Sabhas in towns and cities

Municipalities and corporations have their own ward-level meetings under the Kerala Municipality Act, and the rules differ from those above. Your councillor or municipal office can tell you what applies in your ward.

Keep track of the date

If your ward uses Ente Ward, your councillor can share Ward Sabha dates and meeting details in the app, so they are easy to find.
